In accordance with education law, the Regulations of the Commissioner of Education, and Chancellor’s Regulation C-105, all individuals working in a 21st Century program who have direct contact with students and student data must undergo a required security clearance procedure as outlined by the City and arranged through the DOE. Principals are responsible for confirming that CBO employees working in your programs have been fingerprinted and receive clearance.

The Personnel Eligibility Tracking System (PETS) is a web-based application that enables the DOE to electronically track and share basic information regarding the eligibility status of vendor employees who work under various combinations of vendors, contracts, programs and work sites. PETS determines when CBO personnel are cleared and allowed to be in contact with students. A CBO employee’s eligibility status will be deemed “eligible” when they are cleared or “ineligible” if they have not yet cleared fingerprinting.

Action Steps

  1. CBOs can email to obtain access to PETS and follow up with any technical questions.
  2. Enter new staff into PETS by following the steps outlined in the PETS User Guide.
  3. New staff visit DOE HR Connect for fingerprinting.
  4. Mark employees working in schools are “Active" and “Eligible” in PETS prior to working with DOE students.
  5. CBOs can email to obtain questions about employee eligibility status.
  6. Update PETS rosters when staff changes and immediately remove staff when notified that an individual’s eligibility status has changed pending further review and investigation.

Required documents for after-school program staff:

  • A referral letter on CBO letterhead that includes the staff member’s name, Social Security number, and the signature of the program director
  • Proper identification, including a completed I-9 form (if applicable)
  • Payment for processing fee of $135 (payable by check, money order or credit card)
